I spotted a help for stranded people type request and e-mailed to the USG, a couple days later they sent me the following info. I recommend going to some oft he less organized sites like NOLA.com and culling the listings for keywords like rooftops, rescue, airlift, or anything else you can think of. Maybe call/e-mail the USCG and and havet hem start doing same? I dunno...anyway, here's the info I got.
